Oliver Rack, Open Government Network & Politics for Tomorrow
Oliver Rack has been working as a project developer and policy consultant for open government, administrative innovation and digitization since 2010. In Germany, he is an early and central player in the field of open government to strengthen the innovative capacity and resilience of the state and commons - especially with regard to smart and sustainable urban development, open infrastructures as well as organisational development and competence building. He works for the Politics for Tomorrow network and the Open Government Network as part of the German government's Open Government Partnership process. At the city of Heidelberg he is responsible for co-creation and open government and in the regional development of the Rhine-Neckar metropolitan region he is project developer in the field of intelligent networks.
Oliver Rack develops trans-sectoral projects and strategies for co-creative collaboration. These include in particular scouting, research, mapping and the horizontal and vertical networking of stakeholders and competencies and the intermediary of processes, synergies and political interests. He builds bridges in spaces of knowledge and opportunity and acquires funding instruments.
He wants to help to make state structures, especially public administration, an open operating system - for system security, more innovation dynamics and a balanced governmentality. Public administration has commons in the DNA and must be strengthened as a role model against the background of social and technological transformations.
He is also committed to open data infrastructures, in particular to the supranational monitoring of the UN sustainability goals and to the transparency of funding.

Synopsis

The Digitization Limbus and Creative Bureaucracy.

Organisations, especially the public administration, are in a phase of change. Technological and social changes such as information networking and changing demands on participation and global sustainability are external parameters that challenge the ability and structure of organizations to change. At the same time, attractive services of private companies are penetrating as digital services of general interest and infrastructure and are benchmarking and challanging the innovativion ability of public administration. Oliver Rack examines which instruments could support our state and what role cultural and creative industries, especially design, could play in this.

In Germany's current coalition agreement, an eGovernment agency and a network of regional "Open Government Laboratories" (lines 2009 - 20014) have been agreed upon, i.e. experimental spaces for public design and cross-level and trans-sectoral knowledge transfer. Oliver was fortunate enough to hand this over to the negotiations. Such Open Gov Labs are important, especially with regard to strengthening the state “operating system” and democratically designed digitization, as he already outlined in an Outlook at the IoT-Council in 2013. Oliver will spotlight the challenges our public administration is facing, he will showcase the concept of Open Government and reports about the current progress.
